Workaround

#1] Copy the hyperlinks in a different location that doesn't require "..\data" relative path.Do not use a relative path in the hyperlink field. Populate the field with just the file name (e.g., test.jpg). From ArcPublisher create the data bundle: \pmf and \data folders. Copy the .pmf file from the \pmf folder to the \data folder. Copy the image files to be hyperlinked to the \data folder. Open the published map .pmf from the \Data folder only. #2]: Associate the image files to be hyperlinked with a different program in the Windows OS, such as InfranView.
