Rebuilding a locator created with the Create Locator tool fails when the reference data is an enterprise feature class.

Workaround

Create the address locator using the 'Create Address Locator' tool rather than the 'Create Locator' tool in ArcGIS Pro.

Delete the locator and rebuild a new locator.

This issue has been addressed with ArcGIS Pro 2.5. However, this does not work via Python.
