Publishing services from 10.4+ SQL Server geodatabases with ArcGIS Server 10.3.1 and prior clients results in sleeping connections or locks within the tempdb database instance.

- Publish from ArcGIS Server 10.4 (and subsequent release) clients when publishing data from 10.4+ SQL Server geodatabases.
- Disable read committed snapshot or snapshot isolation within the 10.4+ geodatabase.
