Publishing a layer with the pre-set Graduated Colors symbology does not allow creating additional features in Portal for ArcGIS.

Workaround

1. Publish a layer from ArcMap to Portal for ArcGIS with the standard symbology.2. Add the layer to a new web map in Portal for ArcGIS.3. Select the 'Change Style' command on the layer. Set choose an attribute to show the 'diameter' attribute or other attribute of interest. Select the 'Counts and Amounts' option and click 'Options'.4. In the 'Options' pane, uncheck the 'Classify Data' option and select 7 classes (or however many required). Click 'OK' > 'Done'.5. The symbology is the same as in ArcGIS Desktop and can allow the creation of new features.
