Publicly shared web maps created within Pay As You Go developer subscriptions prompt public users for credentials without notifying the developer or web map owner that tokens are required for such custom app workflows.

Workaround

The web map references ibasemaps-api.arcgis.com which requires a token. It is the developer’s responsibility to use a token (typically an API key) in their custom app to make this work. Our ArcGIS instant apps, ArcGIS StoryMaps, and ArcGIS Web AppBuilder do not support developer-account created web maps at this time. This is a custom app workflow only.
