Previously georeferenced imagery does not maintain the location once brought into ArcGIS Pro 2.8.

Workaround

  1. In ArcGIS Pro 2.7, georeference the imagery to a new location and save it as a copy.
  2. Open the copy in ArcGIS Pro 2.8. The imagery is displayed in the previous correct location as displayed in ArcGIS Pro 2.7.
  3. If necessary, re-georeference the imagery to any other location in ArcGIS Pro 2.8. The imagery stays after clicking Save and closing the georeferencing pane. There is no need to move the imagery if the imagery is displayed in the original correct location.
