Pixels in raster files with colormap attached with no data are identified as 'NoData' in ArcMap but are identified as '0' in ArcGIS Pro.

Workaround

  1. In ArcGIS Pro, open the Geoprocessing pane and search for the 'Con' (Image Analyst) tool.
  2. Select the Con tool and fill out the parameters appropriately.
    1. For 'Input conditional raster', click the Browse icon and select the raster layer.
    2. For 'Expression', provide no expression.
    3. For 'Input true raster or constant value', click the Browse icon and select the same raster layer as in Step 2a.
    4. For 'Input false raster or constant value', specify '0'.
    5. For 'Output raster', specify a name.
  3. Click Run.
  4. On the Map tab, Use the Explore tool to select any pixel surrounding the colored pixels within the extent of the raster layer. The same pixel as the ones chosen in the 'Steps to Reproduce' is supposed to show a value of 'NoData' when selected now.
  5. Export the colormap from the original data layer.
    1. Navigate to the Symbology pane with the original data layer selected.
    2. Select More options on the top-right corner of the pane.
    3. Select 'Export Colormap'.
  6. Import the colormap into the new layer.
    1. Navigate to the Symbology pane with the new layer selected.
    2. Select More options on the top right corner of the pane.
    3. Select 'Import colormap', and select the correct colormap to be imported.
