Workaround

  1. Add pan-sharpened image to ArcGIS Pro.Set Symbology as previously outlined:
    1. Min: .10 Max .20
    2. R:21, 1229
    3. G:102, 1644
    4. B:147, 1115
  2. Use the Copy Raster tool to export a new raster.
    1. Specify output name
    2. Leave Convert 1 bit data to 8 bit and Colormap to RGB unchecked
    3. Pixel Type 16 bit unsigned
    4. Format: Tiff format
    5. Run
  3. Right-click on the pan-sharpened image.
    1. Save function chain
    2. When window opens > Save As > Fill in parameters
  4. While the Raster Functions window is open, select the Function Editor on the ribbon, and drag and drop the newly saved function chain into the Function Editor.
    1. Delete the input raster and remap to the Copy Raster output
    2. Specify DEM as before
    3. Save when complete
  5. In the Raster Functions window, select the Raster Functions > Create New Layer.
    1. Once complete, the output with such as the previous workflow based on the copied Raster is generated.
    2. This is the final output that can be georeferenced.
  6. Finally, georeference the image like before and either save as new or export as previous workflow.
    1. All bands are gone in the final output.
