Workaround

1. Open IE and open the Internet Explorer Options.2. Internet Explorer Options > Security Tab.3. Select 'Internet' as the zone to change and then click on the 'Custom level' button.4. The first option under 'ActiveX controls and plug-ins', which is called 'Allow previously unused ActiveX controls to run without prompt'; set to ENABLE.5. Re-run the workflow above. No error to tool opens as expected.
