The reported failure is non-reproducible if the Spatial Database Engine (SDE) connection used to author the MXD is registered with the server. If the data is registered, publishing the imported MXD with the reference registered data option from ArcGIS Pro is successful. If the data is not registered, the server attempts to copy the data and fails because the site does not allow copying. An analyzer message is displayed to provide more information for this case.Workaround
- Update to Server 11.0.
- Update data connections for the MXD layers in ArcGIS Pro to publish successfully.
- Import the data directly from a Spatial Database Engine (SDE) connection from the Catalog pane in ArcGIS Pro.
