This fixes the issue where the relate ID options were still not showing up in the layer or standalone table's Properties pages after toggling 'Allow assignment of unique numeric IDs for sharing web layers' off and on. If the 'Allow assignment of unique numeric IDs for sharing web layers' option is already enabled and new relates are added, the relate ID text boxes do not show for the new relates unless the option is turned off and back on.
