ModelBuilder returns the error message, "The process did not execute because the precondition is false." when a shapefile is used as the input for 'If Data Type Is (Shapefile)' logical tool ending with the Merge Branch tool.

This is by design. The false variable becomes false if the condition or a row count is greater than 0 and therefore the buffer 2 is not executed as the precondition is false. The warning only informs that the buffer 2 did not run. This is how preconditions are designed. The other branch connected to the true variable runs successfully indicated by the drop shadow because the condition that row count is greater than 0 has been met and the true variable is set to true indicating that the downsteam processes can run. Preconditions are used to control the flow based on their value. True means everything downstream will run. False means every thing downstream will not run.
