Map Visualization and the 'Filter by records' capabilities are not available on the dataset pages if the data is shared from a group which does not have the Open Data capability enabled.

If a similar unexpected behavior is observed, please report a new issue.Workaround
- Navigate to the created ArcGIS Online Hub site group.
- Enable the Open Data option in the group (the Hub site Content and Hub site Followers) which is created using initiative.
- Enable the editing setting of the data shared on the Hub site.
Note: This functionality is not present in the older version of the Hub site.
