Map image layers cannot be shared as a web layer without including the associated group layer.

Workaround

1. Open a new map in ArcGIS Pro.
2. Copy and paste the layer(s) to be published to the new map without the group layers.
3. The group layers are no longer included in the published feature service if the layer is a map image layer.
