Map Copyright Text map element does not appear unless text is also entered in the description box when creating a web mapping application through the Server web manager in ArcGIS Server 9.3 .NET.

Workaround

If text is entered in the Description box, the Map Copyright Text element will appear in the map frame. Also, if the MXD is configured to have the Credit property populated for the data frame, or one of more layers, the CopyrightText link will display.
