Managed map areas fail to download when the ArcGIS Online basemap is added to the Portal Content, but the valid credentials are not stored with the item.

This is a known limitation. When using an Esri basemap and creating an offline map area through the Enterprise portal, users have to choose the "Store credentials with service item" option . Create the offline area on the mobile device.
