Manage Map Server Cache Tiles tool fails to load all scale levels when publishing to ArcGIS Enterprise 10.8 when the caching option 'Draw this map image layer dynamically from the data' is selected in the initial 'Share as Web Layer' Configuration tab.

- In the Configuration tab of Share as Web Layer, navigate to Caching.
- Select the option Draw this map image layer: Using tiles from a cache. One can select the appropriate predefined tiling scheme and build the cache in this manner.
- Open the Manage Map Server Cache Tile geoprocessing tool, all scale levels present in the tool interface are able to be viewed.
