Workaround

1. Browse to the setup download location. The default location is <User Documents folder>\ArcGIS 10.12. Open the folder containing the setup resources. The name of this folder depends on the product and language. For example, if you downloaded the French version of ArcGIS 10.1 for Desktop, the folder name will be Desktop_French.3. Open the Supplement folder.4. Double-click the file with the .msi file extension. This is the language pack. Similar to the download folder containing the setup resources, the name of this file depends on the product language. For example, if you downloaded the French version of ArcGIS 10.1 for Desktop, the name of the language pack will be DesktopFrench.msi.
