We thoroughly tested this issue and were not able to reproduce it. If the problem persists please see the instructions recommended by the Esri support team. They are as follows: The toolbox has to be created manually. Following are the steps to add toolbox to the Catalog window; 1. In Catalog window expand Toolboxes > My Toolboxes. 2. Now right click on My Toolboxes > New > Toolbox. 3. Now right click on Toolbox.tbx > Add > Tool. 4. You would find Full Motion Video Tools listed. 5. Check Full Motion Video Tools and click on Ok. OR You could install FMV GP Tools in a 64 bit OS and copy the .tbx file by navigating to C:\Program Files (x86)\ArcGIS\Desktop10.3\ArcToolbox\Toolboxes location and pasting it on a 32 bit operating system by navigating to C:\Program Files\ArcGIS\Desktop10.3\ArcToolbox\Toolboxes. Restart ArcMap after copying the .tbx file. You would find the toolbox in the System Toolboxes location in the Catalog window.

Workaround
