Based on how the data is formatted, the behavior is expected and the data needs to be modified so that there is a unique city join ID for each alternate city name that is linked to different primary city names. Emerson and Euhurlee use the same city join ID to link to Cartersville, CA001. This causes the incorrect city to be added to the list of potential cities for a specific feature. So for each primary city and alternate city name pair there should be a unique join ID.

Workaround

In the VenueAlias alernate city name table add a new row with CityCode = CA002 and City_Name = Cartersville. In the Streets and PointAddress data select the features where city = Euharlee and Venu_Alias = CA001, then use the field calculator to populate the Venu_alias field with CA002. Build a new locator with the modified data to get the expected results.
