Starting with the 11.1 release, ArcGIS Enterprise supports the ability to display image attachments for both hosted and server-based feature layers within pop-ups in the Portal for ArcGIS Map Viewer. To accomplish the workflow noted, using the attachment element gallery mode when configuring a pop-up on a feature layer is recommended. However, the Note in Step 5 is incorrect and is to be updated in the near future. Starting with ArcGIS Enterprise 11.1, the list and gallery mode for both hosted and server-based feature layers is supported.

Workaround
