In Portal for ArcGIS, after changing the language settings from English to a different language, the names in some of the Configurable Apps templates still display in English.

The development team has considered the issue and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.Workaround
1. In the Portal for ArcGIS home page, navigate to Organization > Edit Settings > General > Language.
2. Set the language setting to 'Traditional Chinese (Hong Kong)' or Other
3. Now, click 'Content' > Create Button > Using a template > Notice that some of the Configurable App templates still display the Names in English.

-- Issue is reproducible in Portal 10.6.1, 10.7.1 and 10.8.
-- Issue is also reproducible in ArcGIS Online and BUG-000132321 has been logged for the same.
