In parcel editing, using the construct from parent tool to create a two point parcel, the new parcel is not created.

- Add a line point to the two point parcel to make the parcel a three point parcel. Or - Use the create new parcel tool, parcels with two points can be created, unjoined, rejoined, edited, and used with the remainder tool.
