In Collector for ArcGIS, hosted tile layers cannot be downloaded for offline use when published from ArcGIS Pro to Portal for ArcGIS 10.5.1.

Workaround

The suggested workaround is:

1. Upgrade the Portal for ArcGIS account.

Or,

1. Open ArcGIS Pro and connect to Portal for ArcGIS 10.5.1. (https://supt0011703.esri.com/portal - username: devtest password: devtest1)
2. Add a feature class to the map.
3. Publish the feature class as a hosted feature layer to Portal for ArcGIS 10.5.1.
4. Once published, open the hosted feature layer item details.
5. Click Publish > Tile Layer.
6. Then use the tile layer as the base map.
