In ArcGIS Pro, when exporting a layout containing a raster layer with no data masks to PDF, grid lines appear at the borders between raster cells with values and those with no data values.

The artifact is an expected or an unavoidable result of transparency and raster data in a PDF format being interpreted by a PDF reader in displaying the PDF on screen. Various PDF viewers will interpret this transparency differently, or may apply anti-aliasing or smoothing of raster content, which can heighten the appearance of this border between opaque and transparent content and it may appear differently at various zoom levels, too. Additionally, In the current version of Adobe Acrobat (25.001.20577) the artifact is only reproducible on first opening of the PDFs provided, or PDFs exported newly from ArcGIS Pro. After navigating in Adobe Acrobat, the thin lines is not displayed.

Workaround

This is an expected side effect of using transparency in a PDF file, which can result in visual artifacts in the viewer. Workarounds are intended to eliminate the transparency, such as selecting 'output as image' in the Export PDF pane or changing the NoData area color from 'nocolor' to white, as demonstrated in the reproducible case.
