This is as designed. ArcGIS Pro uses a WYSIWYG (what you see is what you get) method for popups. As such non-visible features will not be included in the pop-up result. When using representation symbology there are encounters of places where a symbol may appear larger than the geometry which means no geometry exists beneath those spaces. In those instances, it is again not possible to show a pop-up as no geometry result is returned when we query the symbol-only locations.

Workaround

Adding an invisible (no color) stroke layer circumvents the issue for both the Select and Explore tools in ArcGIS Pro in the instance the user does not require the product to be shared as a web layer outside of ArcGIS Pro.

Note: If the layer is shared as a web layer, multilayer symbology is downgraded to a single dashed layer. If the feature class is shared with a single stroke layer, for example, the original dashed line, the line symbology is not downgraded and remains dashed after publishing. If the shared web layer is added back into ArcGIS Pro, the problem with the Select and Explore tools remains. A workaround for the issue is to add an additional stroke layer to the symbology for the feature service and the layer can be shared as a layer file (.lyrx).
