The input value raster has NaN values. When these values are converted to NoData values, the Zonal Statistics As Table tool will produce the correct output. NaN values can be converted to NoData using tools such as Set Null. Raster Calculator to multiply things (in this case by a factor of 10000) and take the integer value to decrease the precision. This may not be an option for all cases, but has worked when the level of precision in the data is not needed.
