In ArcGIS Pro 3.2.x, editing annotations to follow a feature only snaps to one side.

Workaround

Use the Ctrl key to switch sides. https://pro.arcgis.com/en/pro-app/latest/help/editing/edit-text-to-follow-a-feature.htm

1. Choose Annotation edit tool.

2. Select the annotation feature and ensure tool is in Follow Feature Mode.

3. Begin dragging the annotation feature slightly to follow along the line or polygon.

4. Press Ctrl key while moving the annotation and offset the annotation to the other side of the line.

5. Release Ctrl key and resume following on the other side.
