In ArcGIS Online, the Shortlist app is not able to load in Configure mode when the browser language is not set to English.

Workaround

As a workaround, use English, by forcing the Shortlist builder to open in English by adding &locale=en to the end of the URL. The following is example of the URLs: Create new Shortlist from scratch:<a href="https://www.arcgis.com/apps/Shortlist/index.html?fromScratch&locale=en" target="_blank">https://www.arcgis.com/apps/Shortlist/index.html?fromScratch&locale=en</a>Edit existing Shortlist:<a href="https://www.arcgis.com/apps/Shortlist/index.html?appid=6fdade8cc49442648bfc735a8f1ba8b7&edit=true&locale=en" target="_blank">https://www.arcgis.com/apps/Shortlist/index.html?appid=6fdade8cc49442648bfc735a8f1ba8b7&edit=true&locale=en</a>
