In ArcGIS Field Maps, tile layers cause offline map areas to fail during packaging if they do not fall within the map area extent.

Related defects exist but do not describe the issue in its simplicity: BUG-000122842 BUG-000136461 BUG-000139837 This is a known limit and will not be addressed in the short term. Map area packaging requires that all tile layers in the map overlap with the map area.

Workaround

  • Remove the tile layer from the web map.
  • Include the tile layer in all offline map areas.
