<a href="http://help.arcgis.com/en/sdk/10.0/arcobjects_net/conceptualhelp/index.html#/Advanced_add_in_concepts/0001000004n7000000/" target="_blank">http://help.arcgis.com/en/sdk/10.0/arcobjects_net/conceptualhelp/index.html#/Advanced_add_in_concepts/0001000004n7000000/</a>On the Citrix Server add a registry key, AddInFolders at HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\Desktop10.0\Settings (HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\ESRI\Desktop10.0\Settings for 64 bit machines) and then in that key add a new string value for the directory you have your shared add-ins, every end user should automatically have access to those add-ins when they run ArcGIS Desktop.Another option is to add your add-ins to <Install Location>\Bin\Addins folder. This is by default a well-known location for shared add-ins for all users on the machine.
