Workaround

Change the "Pyramid resampling technique" in the Environment Settings to Bilinear or Cubic.Inserted By Gayathri on 05/17/2011. The workaround would be to use the Copy raster tool to convert the 4 bit rasters into a 8 bit raster. This preserves the color map.
