Image Service with Web Map Service (WMS) capability includes HTML tags in the Abstract element of the WMS Capabilities XML file when description is created in the raster or mosaic dataset metadata in ArcCatalog.

While publishing, make a small change to the Summary, Tags, or Description field in the Service Editor.
