If you assign the New Jersey SPCS (US Feet) coordinate system to a TIF file in ArcGIS, it will change to a generic Transverse Mercator system when viewed in 9.3.1. This is more than a name change. In this case the False Easting parameter is also changed (492125 in ArcGIS 10, 150000 in 9.3.1). This can cause the problems in alignment when displaying the imagery in 9.3.1.

Workaround

This behavior seems to be specific to TIF images. It does not occur with jpegs.
