If Portal for ArcGIS map units are set to metric and a user accesses the ArcGIS Instant Apps anonymously, the app's scale bar units are in miles and does not take the map unit setting into account.

If the app is viewed with the organization's URL but not signed in, the scalebar units are in metric. It is only when the URL is modified to be the anonymous URL that causes the units to change to miles. This is an expected behavior since the URL is not referencing the organization anymore. For a future release, an update that uses the browser's locale will be investigated to determine the units when the app is viewed anonymously (without the organization name URL).
