Bug

If a service with the Halo style enabled in the Symbol Editor is published to ArcGIS for Server, the halo is not transparent after publishing, and there are breakages between the line and symbol.

Workaround

When selecting the Halo style, click the Symbol button, and set the outline width to 1 and the outline color to white.
