Workaround

1. In ArcMap, open the MXD that is published as a feature service, which contains one feature class and one related stand-alone table.

2. Open the stand-alone table, and add a new field with the Double data type.

3. Display the X, Y events layer on the table using the new Double field for X and Y (this creates a new geometry column with NULL geometries).

4. Hide the new Double field and the GlobalID field.

5. Export the X, Y events layer to a new feature class.

6. Remove the stand-alone table, add the feature class, and turn off the layer visibility.

7. Rename the layer, and also create the necessary relationship class with a new forward name (this is just to establish the composite relationship to delete related records if the parent is deleted).

8. Republish the map or feature service.

This converts the related table to a point feature class with NULL geometries, which appears to work fine with the REST calls to query the table when a spatial extent is provided.
