Hyperlinks with the quotation mark symbol (" ") do not work in an attribute table of a hosted feature layer in Portal for ArcGIS 10.7.1.

This issue is not reproducible with the release of ArcGIS Enterprise 10.8.1 (and newer versions). ArcGIS Enterprise 10.7.1 is now in mature support and is no longer eligible for patch support.Workaround
Do not use URLs containing the symbol '=' or remove the double quotation marks from the URL (for example, <a href=http://digi.archives.cz/da/permalink?xid=3c8afffb-4aad-4c7e-9768-be9e898dca0b247368>Sčítací arch z roku 1921 - Digitální archiv ZA v Opavě</a>)
