This issue is not reproducible in ArcGIS Online. If the issue occurs, please contact Esri Support Services, as additional information is required for further investigation.Workaround
Clear the selections in the fields before publishing the vector tile. However, selecting the ObjectID field adds feature-level identity to the vector tiles and allows pop-ups to be viewed from the tiles themselves. When viewing vector tiled layers, pop-ups can also be enabled using an associated web feature layer, but this is not a viable solution based on the explanation above.
