Group managers are unable to share items to a partnered collaboration group from the organization's Content tab or the Item Details page of an item when the 'Who can contribute content?' setting is set to Group Owner and Managers.

Workaround

1. Navigate to the Group Details page of the partnered collaboration group.
2. Click on the Content tab.
3. Click the 'Add items to group' button.
4. Select the item(s) to add to the partnered collaboration group.
5. Click the 'Add items' button.

Note: Group owners are able to share items to a partnered collaboration group from the organization's Content or Item Details page of an item.
