Google Cloud Platform (GCP) includes a trailing dot for the root domain in all provisioned machines. This causes ArcGIS Server to fail for both new and existing deployments.

The format of the etc/hosts file is publicly defined. The requirement is that the hostname must be terminated with an alphanumeric value (refer to https://man7.org/linux/man-pages/man5/hosts.5.html for additional information), and thus, a period is not a legal terminating character. The best solution is for users to comply with the requirements of the hosts file specification.

Workaround

Prior to installing ArcGIS Server, create an etc or hosts file on the machine hosting ArcGIS Server and map the IP address of the machine to itself (the FQDN) without the trailing dot.

For example, 127.0.0.1 hostname.domain.com.

Additionally, the file hostname.properties (<Server installation directory>\framework\etc) can be edited to reflect 'hostname=interface.domain.com' without the trailing dot.

Then, stop the ArcGIS Server service, rename the certificate folder (<Server installation directory>\framework\etc\certificates), and start the service again. A new folder is created with a correctly configured SelfSignedCertificate.
