This issue occurs due to the 'What features can editors see?' setting on the hosted feature layer set to 'Editors cannot see any features, even those they add' by default when publishing from ArcGIS Survey123 Connect. This is a security change made in ArcGIS Survey123 Connect version 3.14. Set the What features can editors see? setting to Editors can see all features.
