Geographic Transformations between Guam 1963 and WGS 1984 datums are not available for the island of Saipan in the Project Tool in ArcToolbox.

Workaround

Set the Geographic Transformation in Geographic Coordinate System Transformations and export data to the coordinate system of the Data Frame.
