Feature classes fail to publish when they contain a join to a table where the datastore specifies different publish and service databases in Oracle utilizing a TNSNames connection method.

This issue is fixed in ArcGIS Pro 3.4 and ArcGIS Enterprise 11.4.Workaround
- When using TNSNames make sure to include both the publish and server entries in tnsnames.ora file for both databases. This has been flagged as a security risk.
- Use the EZConnect connection method instead of TNSNames for the Oracle databases.
