Failure of License Manager to re-read licenses causing ArcGIS Pro not to detect the authorized Concurrent Use license when double-clicking the Esri Server Provisioning File (.prvs) during online authorization or the Response File (.resps) during offline authorization.

Workaround

The issue is non-reproducible:

• With the standard route (browsing the .prvs file during online authorization or the .resps during offline authorization).
• Navigate to 'Availability' and click the Apply button or 'Start/Stop License Server' and click the Re-read Licenses button on License Manager to re-read the licenses.
