The map service itself does not have a bug, rather the SOI sample from the SDK is not written to respect the Image Format parameter. The sample is intended to demonstrate the use of a watermark but is not intended for direct production use. In order for the Image Format parameter to be respected, the SOI source code will need to be expanded to take this into account. Expanding the SOI sample is a custom development task.
