Exporting annotations using the shapefile format fails when the project's Output Coordinate System is using the automatically selected UTM zone.

Workaround

Change the project's Output Coordinate System to a different value, save it, and go back to the previously used UTM zone to fix the export issue, and annotation using the shapefile format will work.
