Exporting an attribute table with Japanese text from a report to a text file replaces the text with '?' characters in the output file.

This issue is not addressed in the 10.3 release of ArcGIS for Desktop.

Workaround

Export the table as a text file rather than as a report. Use the following steps to export the table as a text file:1. Open the attribute table.2. Click Table Options > Export.3. Save the Output table on a disk.4. Select 'Save as type' > 'text file.'5. Click Save.6. Click OK.
