Exporting a shapefile from ArcGIS writes UTF-8 to a CPG file when the dbfDefault code page value is set to other than UTF-8.

Issue does not take place when exporting the shapefile from ArcMap 10.5. CPJ file of the exported shapefile shows the correct code page definition.
