Duplicate of BUG-000170452.Workaround
This issue is an artifact of the anti-aliasing applied to rendering in the viewing application. Turning off Enhance Thin Lines in Adobe Reader or Adobe Acrobat Reader causes the lines at tile boundaries to disappear.
This is a duplicate of BUG-000170452. A workaround for this known limitation in Adobe Acrobat will be available in ArcGIS Pro 3.5, which is to export using the 'Export raster content as a single tile' option.
